coincidence. This tut was written in PSP 9 but should work in all versions.

This is a really simple tag but loved the way it came out!
Open a 700 x 700 canvas.Flood fill with white-rename bk

Copy and paste elements as follows, I have put the % of resize and any
special instructions.

8-55-rename frame
Activate magic wand -click inside of frame
leave marching ants -new raster below frame layer-
paste PP07 into selection-deselect.
copy and paste raster1 tube-resize 45%-mirror
Copy and paste raster 2 tube-resize-45%
activate frame layer
copy and paste element 49-resize 30%
Add dropshadows where you feel are needed.
Close off white bk -Merge visible the rest.
resize-sharpen.
Add ©- lic # and name
Delete bk layer
Save as PNG.
