This tutorial was written by me and any similarities to any other is just a
coincidence. This tut was written in PSP 9 but should work in all versions.
This tut assumes you have a moderate working knowledge of PSP.

No outside filters used
Open a 800 x 800 canvas.Flood fill with white-rename bk
Copy and paste elements as follows, I have put the % of resize and any
special instructions.
decotree-80
cog-80
cog 4-60
deco 9-45
deco 2-45
deco 3-45
cog 3-80
deco 5-45
clockarms-50-mirror
leaves 6-45
leaves2-40-mirror
leaves 4-45
Tube-resize 60%
coin-55
coin-40
jewel 2-no resize
jewel-no resize
key 2-45
deco 7-40
Add dropshadows where you like.
Close bk layer-Merge visible the rest
Activate the bk layer-new raster -selections all-
Copy and paste paper 10 into selection-deselect.
Apply Mask I used "RR_MaskSet23_1"-HERE
Close bk layer-Merge visible the rest
Activate the bk layer-new raster -selections all-
Copy and paste paper 10 into selection-deselect.
Apply Mask I used "RR_MaskSet23_1"-HERE
Merge Group-Image mirror-opacity 38
delete bk layer -Merge visible.
Resize- sharpen
Add ©- lic # and name
Save as PNG.
