This tutorial was written by me and any similarities to any other is just a
coincidence. This tut was written in PSP 9 but should work in all versions.
This tut assumes you have a moderate working knowledge of PSP.

No outside filters used
Open a 700 x 700 canvas.Flood fill with white-rename bk
Copy and paste elements as follows, I have put the % of resize and any
special instructions.
50-45
30 no resize-mirror
44-70-rename frame
paper2-paste as new layer arrange-erase all outside
frame-move below frame.
87-65
Copy and paste tube-resize70%-Mirror-erase to fit under frame-
Blend mode-Soft Light.
Copy and paste tube -resize 35%-erase to fit in frame.
42-40-mirror
76-55-mirror
83-55
71-25
60-30
67-no resize
34-30
Add dropshadows where you like.
Close bk layer-Merge visible the rest
Activate the bk layer-new raster -selections all-
Copy and paste paper 1 into selection-deselect.
Apply Mask I used "BD Mask Set 8-88"-HERE
Resize- sharpen
Add ©- lic # and name
Close bk layer-Merge visible the rest
Activate the bk layer-new raster -selections all-
Copy and paste paper 1 into selection-deselect.
Apply Mask I used "BD Mask Set 8-88"-HERE
Save as PNG.
