This tutorial was written by me and any similarities to any other is just a
coincidence. This tut was written in PSP 9 but should work in all versions.
This tut assumes you have a moderate working knowledge of PSP.

I used " RR_MaskSet23_4"-HERE
Font of choice.
No outside filters used
Open a 700 x 700 canvas.Flood fill with white-rename bk
Copy and paste elements as follows, I have put the % of resize and any
special instructions.

New raster- selections all- Copy and paste paper 1 into selection
apply mask-merge group.
New raster -selections all-Copy and paste paper 5 into selection-
apply the same mask as before-merge group.Blend mode Darken.
48-no resize-Blend mode-Screen
52-no resize-Blend mode Soft Light
59-55-mirror-Blend mode-Screen
79-no resize

Copy and paste tube-resize 45%

26-10-erase a bit of the string
to make it look like it is hanging from lantern.
Add dropshadows where you feel are needed.
Close off white bk -Merge visible the rest.
resize-sharpen.
Add ©- lic # and name
Delete bk layer
Save as PNG.
