Let’s get started!
Open a 800 x 800 canvas.Flood fill with white-rename bk
Copy and paste elements as follows, I have put the % of resize and any
special instructions.
This tutorial was written by me and any similarities to any other is just a
coincidence. This tut was written in PSP 9 but should work in all versions.

Filter-Xero-Moodlight
Open a 800 x 800 canvas.Flood fill with white-rename bk
Copy and paste elements as follows, I have put the % of resize and any
special instructions.

Copy and paste 1/2 tube-resize805-mirror-erase to fit into frame
apply xero -moodlight
use these settings
23-65
14-No resize-Erase to match tag
33-No resize
65-55
Copy and paste Full tube-resize 55%
28-45
43-30-mirror
26-65
18-30
52-35
49-30-Duplicate and mirror-move up to the frame
38-35
53-35
40-25
51-30
66-35
37-30
Add Drop shadows as needed
Close bk layer -merge visible
New raster above bk selections all-
copy and paste paper 4 into selection -deselect.
Apply mask to paper layer-merge group.-Duplicate this layer
Copy and paste element 70-no resize-Duplicate-mirror.
Close bk layer -merge visible
Resize- sharpen
Delete bk layer
Add ©- lic # and name
Save as PNG.
