No outside filters used. 

  

 Let’s get started!

Open a 851 x 315 canvas we will be making a facebook cover

 Copy and paste elements as follows, I have put the % of resize

 

Flood fill layer 1 with White.

Copy and paste paper 2 move around to liking.
